Rental Inspection Program

The purpose of the Rental Registration and Inspection Program is to safeguard the life, health, safety, welfare and property of the occupants of rental dwelling units and the general public by establishing a process to enforce the minimum building standards and property maintenance codes.

It is the responsibility of the property owner/manager to register and schedule inspections for all rental properties. 

Rental Permit Fees (as of October 1, 2022)

  • Rental Registration/Renewal Fee: $125 per dwelling
  • Rental Registration/Renewal Delinquent Fee: $75 per dwelling
  • Rental Re-Inspection Fee: $50 per dwelling
  • Rental Reinstatement Inspection Fee: $125 per dwelling
  • Rental Reinstatement Re-Inspection Fee: $150 per dwelling

Rental Permit and Registration Applications

Single-Family Rental Dwelling
Register Online Using the downloadable fillable form and email to rentals@saginawtx.org.
  • Payment link will be sent ($125 per unit) to you
Single-Family One Owner Multiple Properties
If you have multiple Single-Family rentals use the following methods to register.
  1. Mail in the Single-Family One Owner Multiple Properties Rental Permit Application with check/money order ($125 per unit) to:
    • City of Saginaw, Rental Registration, PO Box 79070, Saginaw, TX 76179
    • DO NOT MAIL CASH
2. Bring a completed Single-Family One Owner Multiple Properties Rental Permit Application and payment ($125 per unit) to the permit office located at 301 S. Saginaw Blvd., Saginaw, TX 76179

Rental Inspections

Inspections Information

It is the responsibility of the property owner/manager to register and schedule inspections for all rental properties. 

Single Family, Duplex and Townhouse rental dwellings can schedule inspections online using the Rental Inspection Calendar.

Tenants have the right to request an inspection at any time.

Single Family Rental Inspections
  • Inspections must be scheduled within 180 days of permit date.
  • All single-family rental dwellings are required to have an initial inspection, regardless of year when a new property enters the program.
  • Inspections required every two (2) years.
    • Even numbered addresses will be inspected in even years.
    • Odd numbered addresses will be inspected in odd years.
  • Tenants have the right to request an inspection at any time.

Duplex and Townhouse Rental Inspections
  • Annual Inspection required.
  • Must schedule an inspection no later than 30 days after registration is approved.
  • Tenants have the right to request an inspection at any time.

Multi-Family Rental Inspections
  • Annual Inspection required.
  • Will be assigned a designated month for inspections.
  • Tenants have the right to request an inspection at any time.

Common Correction Items
  • Smoke detectors are required (per IPMC and IRC)
    • In every sleeping room
    • In the immediate vicinity outside of bedrooms
    • Must have one (1)  per story
  • Carbon monoxide detectors are required (per IPMC and IRC)
    • In any property that utilizes gas fired appliance
    • In any property that has an attached garage
      • Must have one per story
      • In the immediate vicinity outside of bedrooms
  • Hose bib vacuum breakers required on all exterior hose spigots (per IPMC)
